State Component Plan on Pedagogy :
A clear vision and understanding of the quality of elementary education at
State, District, Block and School levels are the pre-requisite for
planning of quality improvement interventions. This can be done if a core
group of educational visionaries and workers in the state get together on
a regular basis, identify the emerging crucial pedagogical issues on
elementary education, debate from different angles and suggest
interventions and strategies to address the issues. Similarly, at the
district and block levels there must be core groups to suggest and take up
strategies and interventions in the same line as in the State Core Group
does. These Resource Groups would oversee the policy, planning,
implementation and monitoring of all quality related interventions.
Capacity building programmes may be taken up in cascade model to develop
the quality of elementary education. So the following
strategies/activities may be taken up in the year, 2006-2007.
Teacher Recruitment
:
There is total ban on appointment of regular teachers by State Government.
Meanwhile 420 regular and experienced teachers have been engaged as Block
Resource Persons (BRPs) and Cluster Resource Persons (CRPs). They have
been posted at the 34 Block Resource Centres (BRCs) and 205 Cluster
Resource Centres (CRCs). The detail is given at Table No.1 All BRCs and
CRCs are now functional. Rationalization of working teachers, appointment
of para-teachers ( in place of BRPs and CRPs are under process).
In 2005-06, PAB approved a sum of Rs. 10.77 lakh for induction
training of newly recruited teachers. As there is ban on appointment of
new teachers the programme is not taken up. In the year 2006-07 also the
programme may not be taken up.
Preparation of Teacher Training Modules :
SSA State Mission Authority, Manipur had released a sum of Rs.
1,68,580/- only to SCERT to organize a workshop for development of 20-day
In-Service teacher Training Modules. The SCERT in collaboration with DIETs
and local experts developed and produced 38 modules for teacher training.
The modules were produced in book form. It contains general areas(topics),
mathematics, EVS I & II, Science, Language(Regional language, Hindi and
English), AHPL (Art of Healthy and productive Living). A copy of each of
the modules has been submitted to the TSG. Ed.CIL, MHRD. 1(one) copy of
the same has also been distributed to each District Project Office/SSA.
In-Service Teacher Training Programme :
In 2004-05
SSA State Mission Authority Manipur had released a sum of Rs. 46.10 lakh
to 9 district for imparting 20-day in-service teacher training. The
Physical target was 3293 elementary teachers. The State and District
functionaries, in collaboration with SCERT and DIETs, organized and
conducted the teacher training programmes with the modules as mentioned
above.
Distance Education Programme :
In the last PAB Meeting a sum of Rs. 53.76 lakh was approved for imparting
60-day refreshers course to 1280 untrained teachers. In view of the
backlog of untrained teachers in the State it was decided in the meeting
to utilise the fund in imparting 6-Month Innovative Teacher Education
(Certificate in Primary Education-CPE) in collaboration with IGNOU, New
Delhi. The State Project Office has tied up with IGNOU Regional Centre and
DIETs to expedite the programme. A sum of Rs. 6,06,000/-(Rupees six lakhs
and six thousand) only has been deposited to IGNOU through IGNOU Regional
Centre, Imphal. 6-month teacher education programme for 200 untrained
regular teachers will start from the session of July, 2006 at 4(four)
Study Centres viz., D.M. College of Teacher Education, Imphal District;
Moirang DIET, Bishnupur District; Churachandpur DIET, Churachandpur
District and Tamenglong Higher Secondary School, Tamenglong District. In
the January session, 2007, 450 untrained elementary teachers will be
imparted 6-Month Teacher Education (CPE) at 8(eight) study centres of
9(nine) districts. Necessary action is being taken up.
Distance Education Activity :
A 3-day Workshop on Development of Self Learning Materials (SLMs)
for Distance education Programme and another 3-day Workshop on
Finalization of the SLMs were organised on 16-18 June and on 8-10
September, 2005. 12 (twelve) SLMs were developed, reviewed and
finalised during the workshops. 33 participants and 10 participants were
participating in the two workshops. A sum of Rs. 41,275/- was spent in
the two programmes. 12 SLMs were submitted to the IGNOU, New Delhi for
printing 13,841 copies for distribution to 13,841 elementary teachers of
the State. IGNOU, New Delhi has re-imburshed the expenditure of the two
workshops. |
