CONVERGENCE CO-ORDINATION AND LINKAGE

           For successful implementation of Sarva Shiksha Abhiyan scheme convergence, co-ordination and linkages with other Departments and offices in the state are essential. The units of intervention of SSA are trying to co-ordinate and link with other departments and to converge the programmes. Lately, there has seen some improvement in the sense of convergence, linkage and co-ordination of Education Department (S) with other departments/organizations.

(a)    The Inclusive Education for Disabilities unit of the SSA is in co-ordination with varied departments like the Medical Department in identifying the nature of disability and its degree of disability. The State Medical Board in convergence with Social Welfare Department has issued disability certificates as per the degree of disability assessed

The fact of the  matter is that without convergence, co-ordination and linkages with other departments like ICDS, Social Welfare, Health, NGOs etc. it will be difficult for the IED unit of SSA to function effectively.

(b)   The Unit of Education of SC/ST is trying to co-ordinate with the department of Tribal Development and NGOs dealing with the area. Exchange of information/data on the matter is required greatly. There is greater need of convergence of the SSA unit with the Tribal Development Department Greater thrust shall be given in this financial area.

(c)    The ECCE unit of SSA is in close co-ordination with the Social Welfare Department in identifying the ICDS units opened in the state so that the areas un-addressed could be initiated by the SSA. The  unserved areas/localities shall be given access to ECCE centres under SSA.

(d)   The State Mission Authority had taken up initiative action on girls education previous year. KGBV and  NPEGEL are being implemented starting from this session. The Girls education unit has initiated to form State Resource Group comprising of officials from Social Welfare, Tribal Welfare, ICDS and other eminent women personalities to oversee implementation of girl education programme in the state.

(e)    For monitoring the implementation of the various programme under SSA, the Department of Education, Manipur University had been appointed the Monitoring Institution by the MHRD. The State Mission Authority has to co-ordinate with the Monitoring Institute in monitoring implementation of SSA in the State.

(f)     Convergence of the previously existing programmes relating to education sector with the SSA is being tried.  Full convergence is not in place at this juncture. However, sharing of information and other related issues is in the stage of working out. Scheme like PMGY and NLCPR etc. are being viewed when implementing SSA. Programmes like ICDS, Finance Commission  Awards and Mid-day meal programme are being kept in the same canvas when planning and  implementing SSA. It is being conceived to  plan and implement the progamme based on the SSA database.

Moreover, most of the Committees, boards of education under SSA are constituted keeping in view greater convergence with other government departments and NGOs.

     The State Project Office(SSA) and the State Health Mission(Manipur) have taken up a programme for preparation of health card for each school-going-child. Under this programme a medical check up will be done for every school- going- child at least once in a week.
