National Programme for Education of Girls
at Elementary Level
NPEGEL is the programme
for education of under privileged/ disadvantaged girls from class I-VIII.
The Tousem block, Tamenglong District of Manipur has been identified as
Education Backward block(EBB) by the Ministry of Human Resource
Development, Government of India. Accordingly, out of eight clusters,
Schools of three clusters are selected for Cluster Model Girls School as
the first phase of the programme by the District Board of Education,
Tamenglong District during 2006-07. As there is no land record for the
schools, acquisition of land is required. There is no land revenue system
in the hill districts of Manipur, only the Village chief is the authority
to give consent in this regard. Meetings were held with the Village chiefs
and District board of Education Tamenglong. Awareness programmes, campaign
and residential educational camps were organized by the District/ State
SSA functionaries. Consequently, The Village Chief donated the required
land for the Cluster Model Girls Schools of the following Villages and the
officials procedures are also completed only on 24th March 2007
and fund released(40%) of the sanctioned amount by the G.O.I. to the
District for implementation of NPEGEL.
Summer coaching
camps will be held for girl child in the respective clusters in the month
of may 2007 with vocational courses. Awareness programmes, meetings with
villager regarding SSA implementation and its uses in the development of
the community are held.
The remaining five
clusters are under process for land requisition for opening of Cluster
Model Girls Schools in the following cluster centres. and trying at the
best level to organized the required activities to achieve the target.

As per census of 2001 the
literacy gap between male and female is about 20% in all districts of
Manipur irrespective of hills and valleys. It seems that the status of all
community in Manipur is not so different as that of other part of India.
However, due to poor road connectivity and communication hindrance the
development in the interior part of the districts. Classification is
everywhere among the privileged and underprivileged. So the focus groups
are the children of poor and underprivileged families irrespective of SC,
ST, OBC, Minority and general. Special activities are to be made in
accordance with the requirement of the affected locality.
A Block
level Model Girls Schools for every Districts of Manipur is proposed for
the achievement of SSA target. The following activities are proposed.
1.
Development of teaching learning materials.
2.
Training of the school teachers in self development and using of TLM/TLE.
3.
Short term vocational based training course for teachers and students.
4.
Sports, painting and cultural activities.
5.
Educational programmes like news and story reading, quiz, essay writing
etc.
